Scott Statement on Administration's Irresponsible Actions to Sabotage Health Care

WASHINGTON – Ranking Member Bobby Scott (VA-03) issued the following statement after President Trump signed yet another executive order (EO) undermining the progress of the Affordable Care Act (ACA).

“Despite the inability of Congress to pass legislation to repeal the Affordable Care Act, the administration continues to take actions to sabotage the law. The newly released executive order calls on the Departments of Labor, Health and Human Services, and Treasury to roll back health coverage protections by allowing the sale of bare bones policies as well as broadening association health plans. Both of these measures, if implemented, threaten access to affordable and comprehensive coverage, particularly for people with pre-existing conditions. In fact, this executive order essentially sanctions discrimination based on health status – by allowing the young and healthy to play by different rules, while leaving the sickest people behind.

“We have seen time and time again that unregulated association health plans undermine consumer protections and shift costs onto others. The National Association of Insurance Commissioners’ analysis of a legislative proposal to expand association health plans stated that these entities have ‘done more harm than good.’  I am discouraged the administration continues to undermine the ACA, instead of working constructively with Congress on meaningful and lasting bipartisan improvements to our nation’s health care system.”
