Committee Democrats work to ensure that all children have quality opportunities to succeed in college and career. Children who are born into adverse or unsafe conditions – or find themselves in those environments as teenagers or young adults – face a more challenging path to achieving quality life outcomes. Whether it is abusive disciplinary practices, the dangerous use of seclusion or restraint on students, risks posed by predators on campus, bullying, poor safety policies, or parental addiction to illegal or prescription drugs, these environments put children at risk and are barriers to children’s physical health and safety, academic growth, and social development.
Committee Democrats are committed to ensuring that children of all ages have safe, nurturing living and learning environments. That is why we are working to implement legislative recommendations from the report, Within Our Reach: A National Strategy to Eliminate Child Abuse and Neglect Fatalities, published by the nonpartisan Commission to Eliminate Child Abuse and Neglect Fatalities through changes to the Child Abuse Prevention and Treatment Act (CAPTA). Committee Democrats also support a full reauthorization of CAPTA, last updated in 2010, and have introduced legislation addressing seclusion and restraint and bullying.
