Scott Statement on Department of Labor’s Rule to Improve Transparency for Workers Considering Union Representation

WASHINGTONRanking Member Robert C. “Bobby” Scott (VA-03) issued the following statement after the U.S. Department of Labor (DOL) released the final rule – Persuader Agreements: Employer and Labor Relations Consultant Reporting under the Labor Management Reporting and Disclosure Act (LMRDA) – to implement the LMRDA provisions that prescribe transparency measures regarding the employment of union avoidance consultants:

“I am pleased that the Department of Labor’s persuader rule closes a significant loophole in the requirement that employers disclose consultants hired to help avoid workplace unionization. This rule closes a loophole that excluded indirect persuasion activities by consultants, which, according to the DOL, are used by 71 to 87 percent of employers to manage counter-organizing campaigns. And I commend Secretary Perez and the Department for their diligence in protecting workers’ right to know.

“We know that union jobs have historically offered good wages and benefits, safer working conditions, and retirement security. The final rule gives workers the information that they need to decide how to exercise their voice and cast their votes. Restoring the middle class and renewing the American dream requires a thriving labor movement.”
