Ranking Member Scott Celebrates the 125th Anniversary of the Second Morrill Act of 1890

WASHINGTON – Ranking Member Robert C. “Bobby” Scott issued the following statement commemorating the anniversary of the Second Morrill Act which created what are now known as Historically Black Land-Grant Colleges and Universities (1890 land-grant institutions):

“On August 30, 1890, passage of the Second Morrill Act led to the creation of Historically Black Land-Grant Institutions of Higher Education. The 1890 land-grant institutions are a network of historically black colleges and universities that were created to promote education in agriculture and the mechanic arts, and to provide access to education for those who had been previously denied opportunities at land-grant universities due to the color of their skin.

“For the past 125 years, the 1890 land-grant institutions have produced cutting-edge research and technology that has benefited millions across our nation – and the world. They also continue to yield outstanding researchers and scientists. And since 1890, these institutions have advanced workforce diversity in the fields of agriculture and STEM by attracting and educating more students from underrepresented groups.

“As we celebrate the great progress and success of these institutions, Congress must continue to support the 1890 land-grant institutions by ensuring they are well-funded, and continue to ensure that states are carrying out their responsibility to provide matching funds for extension and research funding. Our nation’s students, workforce and communities deserve to enjoy the opportunities that these schools provide for many years to come.”
