Chairman Scott and Takano Celebrate Protections for Student Veterans in American Rescue Plan

WASHINGTON – Education and Labor Committee Chairman Robert C. “Bobby” Scott (VA-03) Veterans’ Affairs Committee Chairman Mark Takano (CA-41) released the following statement after the House passed H.R. 1319, the American Rescue Plan Act, which protects student veterans and taxpayers from low-quality for-profit colleges by closing the "90/10 loophole."

“This American Rescue Plan takes a major step toward protecting student veterans and taxpayers from low-quality institutions.  For years, consumer advocates, veterans’ groups, and policymakers have tried to close the ’90/10 loophole,’ which incentivizes low-quality for-profit colleges to aggressively target student veterans. By finally closing the loophole, the American Rescue Plan safeguards the GI Bill benefits that student veterans earned through their service to our country. I am grateful to Chairman Takano and all of my Democratic colleagues in the House and Senate for supporting this bipartisan provision.”

“As Chairman of the House Committee on Veterans’ Affairs and a former teacher, I am delighted that among the many victories for students and veterans in the American Rescue Plan is a provision that will close the 90-10 loophole. For many years, student veterans, veteran service organizations, and consumer advocates have called for the closing of this loophole, which incentivizes predatory for-profit colleges to use aggressive recruiting tactics to target student veterans for their education benefits. Predatory for-profits have taken advantage of the 90/10 loophole to cheat veterans and servicemembers out of their education benefits while providing them with a low-quality education, useless degrees, and burdening them with student loan debt. By closing this loophole, we are finally holding for-profits accountable, safeguarding federal education benefits, and protecting taxpayers.”
